Kyiv’s Swarm Overwhelms Moscow Defenses

Ukraine’s drone swarm punched through Moscow’s air defenses twice in one week, shutting down all four of the Russian capital’s airports and forcing the city’s biggest oil refinery to halt operations just 15 kilometers from the Kremlin.

Story Highlights

  • Ukraine struck the Moscow Oil Refinery in the Kapotnya district on June 16 and June 18, 2026, sparking large fires both times.
  • Industry sources told Reuters the June 16 strike forced the refinery to shut down and damaged a unit that handles 53% of the plant’s capacity.
  • The refinery supplies roughly 40% of Moscow’s gasoline, half its diesel, and aviation fuel for four major airports.
  • Moscow Mayor Sergei Sobyanin confirmed damage on June 16; Russian state media called the June 18 attack the most intense drone assault on Moscow since the war began.

Drones Break Through and Set Moscow’s Biggest Refinery on Fire

Ukrainian drones hit the Gazprom Neft-operated Moscow Oil Refinery in the Kapotnya district on the morning of June 16, 2026. The refinery sits about 15 kilometers from the Kremlin and roughly 500 kilometers from Ukrainian-held territory. Moscow Mayor Sergei Sobyanin confirmed the strike on Telegram, saying one drone broke through and “caused damage to a facility” at the plant. He added that emergency crews were on-site and reported no injuries.

Two industry sources told Reuters the strike forced the refinery to halt operations entirely and damaged a primary processing unit that accounts for 53% of the plant’s capacity. The Institute for the Study of War confirmed the strike hit the ELOU AVT-6 primary oil processing unit. Geolocated video showed fires and heavy black smoke rising from the site. The refinery processed 11.6 million tons of crude oil in 2024 and is the largest fuel supplier in the Moscow region.

Second Strike in 48 Hours — Airports Shut Down

Ukraine hit the same refinery again on June 18. Russian state media outlet TASS described it as Kyiv’s largest attack on Moscow in two years. At least seven drones struck the facility in the second raid. Video showed one drone slamming into the refinery and blasting its metal roof into the air. Moscow’s mayor reported air defenses shot down at least 194 drones that night, but several still reached their targets.

All four of Moscow’s major airports — Domodedovo, Vnukovo, Sheremetyevo, and Zhukovsky — were temporarily shut down due to the attacks. The refinery supplies aviation fuel to all four airports, making the strike a direct hit on the capital’s transportation network. Public transit in the area was also suspended. Seventeen people, including two children, were reported injured across the Moscow region during the two days of attacks.

Ukraine’s Broader Campaign Is Draining Russia’s Fuel Supply

The Moscow strikes were not isolated events. Since January 2026, drone attacks on Russian refineries have doubled in frequency, according to Reuters. Ukraine’s military reported on June 16 that strikes against 16 oil refineries had cut Russia’s overall refining capacity by 30%. Russian gasoline production has fallen to a 16-year low, and Russian oil output has dropped to around nine million barrels per day.

Russian authorities and energy companies have started rationing gasoline and diesel sales as shortages spread across central Russia, Siberia, and the Far East. The Kapotnya refinery alone supplies about 40% of Moscow’s gasoline and half its diesel. Ukrainian President Volodymyr Zelenskyy confirmed the strikes and said they were a direct response to Russian attacks on Ukrainian cities including Kyiv, Dnipro, and Kharkiv. The attacks show Ukraine’s long-range drone campaign is now reaching the heart of Moscow itself — and hitting targets that hurt Putin’s war machine where it counts.
