Restoring Presidential Authority

On February 13, 2025, a pair of Republican legislators introduced the Reorganizing Government Act of 2025, a bill designed to restore presidential authority to reorganize the federal government and eliminate agencies. The legislation, put forward by House Oversight and Reform Committee Chairman James Comer and Senator Mike Lee, aims to fast-track President Trump’s government reorganization plans through Congress.

Trump’s first few weeks in office are already remarkably different than last time around. It looks like the Republican Party actually has his back, now.

The bill seeks to reinstate presidential reorganization powers that have been dormant since 1984. If passed, it would grant these abilities through December 2026, providing a limited window for implementing significant changes to the structure of the executive branch.

A key feature of the Reorganizing Government Act is its mandate for swift congressional action. The legislation requires Congress to vote on reorganization plans within 90 days using an expedited process that cannot be filibustered. This provision aims to prevent bureaucratic delays and ensure timely consideration of proposed changes.

“The federal bureaucracy has grown dramatically in size and scope, creating unnecessary red tape. We must cut through the inefficiency and streamline government to improve service delivery and save taxpayers money. Congress can fast-track President Trump’s government reorganization plans by renewing a key tool to approve them swiftly in Congress,” Rep. Comer said.

The bill’s sponsors argue that this streamlined approach is necessary to address the significant expansion of the federal government over the years. According to the House Oversight Committee, the federal budget has grown from $3.6 billion to $7.3 trillion, with over 400 executive agencies currently in operation.

Cutting Costs and Bureaucracy

A central goal of the Reorganizing Government Act is to reduce government spending and bureaucratic inefficiencies. The legislation explicitly prohibits reorganization plans that would increase the federal workforce or expenditures. This restriction aligns with the Trump administration’s broader efforts to downsize the federal government.

“This legislation allows the President to use his constitutional authority as Chief Executive to reorganize federal agencies, eliminate weaponization, and right-size the government to better serve the American people. Reauthorizing presidential reorganization authority is the most comprehensive tool that the President can use to restore good governance to Washington,” Senator Lee stated.

The introduction of this bill comes in the context of ongoing efforts by the Trump administration to reduce the size of the federal government. These initiatives have included proposals to close the U.S. Agency for International Development (USAID), dismantle the Consumer Financial Protection Bureau (CFPB), and terminate certain Department of Education contracts.

If Trump continues to get this kind of support from his party, the country could look radically different in four years’ time.
